Senior Technical Program Manager (Remote)

Location: Latin America.

Schedule: Regular overlap with Los Angeles Pacific and Chicago Central business hours required.

Type: Full time, Independent Contractor

About the Company

Our client is a fast growing internet service provider based in the United States, connecting homes and businesses to high speed broadband. As the network keeps expanding, so does the volume and complexity of the engineering projects behind it, and the company is bringing in dedicated program management support for the first time.

About the Role

This is a hands on role. You will own the entire Engineering project portfolio, from the annual planning cycle through execution, budget tracking, and reporting all the way up to the Board. You are not updating a tracker that someone else fills in. You are the one asking why something is late, who owns the fix, and whether leadership needs to hear about it.

Who You Are

You have 7 or more years of project or program management experience, ideally with complex technical or infrastructure work behind you. You are proactive by nature: you chase down answers instead of waiting for status updates to land in your inbox. You are comfortable with numbers, not just schedules, and can explain a budget variance as clearly as a missed milestone. You hold people accountable without being difficult about it. You write clean documentation because you know someone will need it six months from now.

Key Responsibilities

  • Own and maintain the full Engineering and Network project portfolio, covering CAPEX, non CAPEX, strategic, operational, and business as usual projects
  • Partner with Engineering leadership on the annual project and capital plan, including budgets, schedules, and priorities
  • Drive projects from planning through completion, running reviews, tracking deliverables, and escalating when needed
  • Track budgets, commitments, actuals, and forecasts, and flag variances before they become problems
  • Coordinate dependencies across Engineering, Finance, Procurement, and vendors
  • Produce weekly portfolio reporting and quarterly content for Board level presentations
  • Maintain project charters, risk registers, decision logs, and closeout documentation

Bonus Points

  • Background in telecommunications, ISP, network engineering, fiber, or data centers
  • Experience with circuit deployments, migrations, or infrastructure hardware rollouts
  • Vendor and procurement management experience
  • PMP, PgMP, or Agile certification

What Success Looks Like

First 90 Days

You get a real handle on the current project portfolio, meet the key stakeholders on the Engineering side, and start producing accurate weekly status reporting that people actually trust.

Ongoing

Leadership always knows what is on schedule, what is not, and why. Budgets and forecasts stay current. The quarterly Board update is something you build with confidence, not something you scramble to assemble the week before.
